They were thinking that there were too many small Snapper, not enough big mature females.
Come to find out, they were not going out checking on things, they were just sitting at the docks and assessing the stocks by what was brought in to the docks.
Well, they later found out that the market only wants the smaller Snapper, not the big mature breeding females.
So, their past 10 years of Snapper research is a scratch, cause of their bad way of doing research. Sit on the dock, instead of going out and and seeing whats out there and doing your job the right way.
