The way they bait shrimp on the east coast is they get fish meal and clay and roll it into large balls or patties. They drop these down on the bottom and mark the spot with a pole. They come back later and cast net over them. Night is best. The clay keeps the meal from floating away and hold all the bait in one place so you know exactly where it is when you throw your cast net.
