What she is telling you is correct and is practiced more than people think. The crash report will show him at fault and the ticket would not show more fault it would just be something else he would have to pay. The crash report will be a ever lasting record and will show with the insurance company he is at fault. Where as a ticket can be reduced, fixed, and even kept off the record. The writing of a ticket is completely up to the officer.
