August was good last year for us the two times I went. The very tip of Elmers at Caminada Pass there were birds working shrimp and we did well with a double sparkle beetle rig. The beach at Grand Isle is much less crowded though and right at daylight if you find some schools of bait throw a topwater or a gold spoon and reel fast enough where its just under the surface and coming on top occasionally they will smoke it. After about 9 the shallow bite dies and the rocks are where they are. There is usually a sandbar right behind the rocks that you can walk out to if the tide is low.
On up in the day if the specks aren't cooperating you can tie on a cut mullet or cracked crab at the end of Elmers and throw it in the pass and catch bull reds and/or sharks
