I never had good success cleaning corrosion build up with any type of flush. You will have to take the head and water jacket cover off and clean it real good in a parts washer. I have seen some so bad that the only way to clean it was to sand blast it. Did you check the thermostat? On a carb motor I would get rid of the thermostat all together. They are useless in south louisiana. You can't just take the whole thing out,the backing plate needs to stay in the housing. To do that take some cutting pliers and gut the thermostat taking the spring and metel arms that hold the spring in place off.
