As was said, velocity of the water is a way bigger factor as far as how you must fish the conditions. The fish will be there, you just have to figure out how to get the right bait near the fish.

I have fished where it take a 1/2 oz [and a little bigger would have been better] jig head to get the bait down to the bottom to catch some Reds.

The same is true for catching crabs. I stopped at a cut where the water was pouring out of the marsh. I took my crab bait and threw it up into the cut. In about 5 seconds the bait would be 20+ feet out into the bayou with a nice big crab holding on like a water skier while I pulled them back to the boat. I caught ~ 15 big crabs there.
