It sounds like the contactor is stuck in the closed position. Meaning the contacter points have welded together.

This will allow the outside unit to continue to run all the time, and the inside unit to cycle as it normally does.

A new contactor is in order, about $35. But many times you can turn the power off to the outside unit (disconnect it from the power source). Open the electrical panal, and tap on the contactor. Then it become un-welded.

This is common during power outages, whhen the unit was left on, and then when power comes back on there will be a slight surge.

Again, a light tap on the contactor may do the trick, but the points on the contactor are burnt, just like in old vehilces.
