Not only is Isaac not a tropical storm....I think you will see it upgraded from a Cat 1 in the future.
Every tropical system, whether it be a hurricane or a tropical storm, has it's own footprint. Katrina has become the standard by which Louisiana tropical systems are judged. When this "
tropical storm" is done.....there might just be a new standard.
