Looked up the regs, looks like they have separate units for lottery and then others are first come first serve. If you get there and don't get one of the 37 lottery blinds, then you have another option:

Hunters will designate a hunt pond on a first come first serve basis the morning of the hunt and will be required to remain in that area for that day’s hunt. There are a total of 37 hunt ponds to choose from, as well as, 6 Duck Hunt Areas (lottery draw), an accessible hunt blind and 10 Goose Hunt Fields (first come, first serve). [/SIZE]

Looks like they are only open for 3 days a week also

but that is probably to cut down on all the staff time it takes to perform the lottery draw:
