When I was in school, which wasn't very long ago, no matter if you threw the first punch or recieved both parties were considered "involved" and a "disruption" to the surrounding students. I personally think it is a crock of poopoo.
But I do understand the message they are trying to teach. That voilence is not always the answer. Resolve your problems another way. I also think that have the child's future in mind. You want to send a message that in society it is unacceptable and punishment will be much worse.
