I built one a few years ago for riding... I used 4" PVC pipe, 2ea 4" Street 90's, and 2ea 6"x4" Reducers. You can order the mini motorcycle 500watt amps off of ebay for about $25. I used 6" Waterproof Marine Speakers.

To secure the speakers to the PVC you will need to put a PVC sleeve inside the large bell of the 6"x4" reducer and glue it in place so that it is flush. The screw holes for a 6" speaker will line up on that glued joint so you just have to screw between the Reducer and the Piece of pipe.

To secure the Amp inside the 4" PVC I used a block of wood and just shaved it down so that it had to be squeezed in and hold the Amp in place.

I wired the speakers to the amp and have a small hole in the bottom of my tube with the Audio plug and Power plug coming out. The power plug goes into my 12v plug on my 4 wheeler and the audio plug will fit an ipod or mp3 player.

I also coated mine with the spray on bedliner stuff from Walmart.

Here are a couple of pictures...

The amp that I ordered came with 2 free tweeters so I mounted those on top of my tube and wired them in too... its very loud and has some good thump to it
