They do write tickets for careless operation, but there is no quantifiable evidence showing that it does anything to prevent people from doing it or that it's makes the roads any safer.
These laws just make people feel like they saved someone and goes warm fuzzies to those who support them. I feel the same way about implementing laws like this as I do about gun control after 20 people of the 300 million in our country are killed. Except make people look at the flashing lights of the person pulled over and get into a wreck themselves.
Rubbernecking should be a ticketable offense while driving.
