Man its simple to stop all the flag flying incorrectly above, below, or American flag taken down to fly an American flag. No one can sue if you say you can only fly, display, hang, present, or show #1 the American Flag, then State Flag, municipal flag, and school flag or dept/govt agency flag if wanted.
