That's $5.10 per 6' picket and $12,240.00 to cover 1,200 ft.
A 1" runner will not hold up 16 pickets per 8' between centers, will need min of 3 2x4's in order for it not to sway when wet. OP might want to rethink the total area of fence if price is a problem.
