Enforcing reasonable DWI and BWI regulations is much easier with alcohol than with weed.

One can hope that effecive, portable, and quick THC detection and quantification methods become readily available, but the science behind making weed based DWI charges stick has been slow in development. Colorado and Washington are on the bleeding edge of having to improve enforcement to keep their roads safe, and their results so far do not show great promise for other states considering joining them in the pot legalization experiment.

Yes drinking and boating (or driving) is dangerous too, but effective enforcement measures are in place due to easy and portable tests that are well accepted by the courts.
