Yes drinking and boating (or driving) is dangerous too, but effective enforcement measures are in place due to easy and portable tests that are well accepted by the courts.

I've been around A LOT of moon cabbage in my day and A LOT of Jack Daniel's. I would rather ride in the boat of a stoner captain anyday over riding with a whiskey bent captain. Same goes for riding in a car.
