But the point remains that the issue was too many small fish left. You cant leave a bunch of fish in the water and expect to grow big fish. Why are they leaving too many small fish? Something about the slot limit was not working apparently.

If you aren't going to stock forage species, then you have to take more fish out. It seems the issue WAS the FACT that you could catch so many 14" or greater. Well, if you are catching 10 fish, and 8 of those are between 14" and 17", you are leaving 80% of the fish in the lake. If you don't have enough forage to support that, you aren't going to grow big fish.
