according to the description above the boundary goes to the western shoreline follows the western shoreline south to the gulf then due south to the limit of state waters, I would say that as long as those rigs are east of that described boundary and you stay east of it on the way in till you get into the river you should be ok because the river it self is east of the western shoreline that is the boundary according to their own description
