Regularly..... NO Sometimes.....YES
Most of the time, there needs to be somewhat clear [6+" visibility] water to catch specks in that area. Sometimes trout can be in close, but usually they are out just past the rock jetties.
2 months ago, there was a ton of 3-5" shad so bring a cast net.
