not sure fool but they must've had ideal conditions to swarm...

Fool, It looks like a female Dobson Fly or Fishfly. See this website for basic info. http://www.insectidentification.org/...cation=Fishfly Looks like good bait to me. Small perch hook and freeline it on top.
