Default Rollover Reds (?)

Looking for a close place to find redfish out of a small boat, I tried the first couple of weirs in Rollover Bayou a few weeks back, with limited success.
Lots of water moving out of the weirs, lots of bait in the water, but almost no reds.

However, I did see some people catching them on the back side of the weirs (Rockefeller marsh side). I assume the reds were in there watching the bait roll by before they went through the weir, just as I thought they would be doing on the bayou-side of the weir, which wasn't the case.

Is it legal to get out on/next to weirs? I guess the fish would be congregated in the slack water to attack bait as it went by, just as they could be (but weren't) on the other side).

I'll give it another shot (Rollover Bayou and weirs) this weekend and report.
