It's known in the nautical world as a sconipillian, which is derived from an ancient Phoenician word for W T F. Probably carbon dates to about 2009.

Its a Hydro-Fin. Strap it to your transom and move it back and forth for propulsion and you have yourself a "green" trolling motor.

Not many of them around any more.
