Riding around town I see at least one truck a week with what looks to be a broken serpentine belt or something similar hanging off or below the bumper. They are obviously put there on purpose, just don't know why. Any insight???

Static electricity. It is required by some pipeline and electrical companies for any trucks on the job site.

Vehicle grounding strap. We use them for our aircraft fueling trucks. When you filling an airliner and pumping 100 lbs a min that creates alot of static, its gotta go somewhere.............
