going to buy a boat this evening. the hull is a homeade hull that the mans grandfather made. He has the original boat regsitration certificate and also has it registered in his own name and just did it in April, said there was no title bc it was homeade. is this enough to get legal in La?

You need a notarized bill of sale. Homemade is not an issue since its already registered, but you have to have a notarized bill of sale.

If there is a trailer, the trailer would have to have a title. You still have to have the trailer title notarized showing the change of ownership.

If the trailer is from LA, it must have a title. Bill of sale alone will do no good. You will have to have the title to be able to register and title the trailer in your name.
