Would not keep what up? He ain't snagging turtles on purpose, he caught a turtle on accident, pulled it up, unhooked it, took a photo and released it unharmed

I know the severity of federal protected species also, had you thrown a topwater bait at a loon with the intention of hooking it, you would receive a ticket, just as if you threw a net at or tried to hook a sea turtle, manatee, dolphin, pelican, seagull, etc. on purpose
