We're working on a project right now studying the terminal ballistics of subsonic 30 caliber guns. There are very few bullets that will expand and perform well at subsonic speeds. The 208 grain AMAX will tumble after 4-6" of penetration. We can get a 220 grain Partition to expand by shooting it backwards with a big hollow point cavity added using a #3 center drill. A company called Lehigh defense makes a solid copper 200 grain ME that expands down to 830 fps and performs OK in gelatin, but I would not expect double lung hit deer to drop right there because the energy delivered is only 300 to 450 ft lbs (depending on impact velocity).

I think the 125 grain ballistic tip is probably the best bullet in the .300 blackout or the .300 Whisper for deer. The 155 AMAX is probably very good also. But the 6.5's are probably the best bet for deer in the platform unless you really need to be subsonic.
