Google NAWCA and you can see for yourself the funding sources: appropriations, interest on federal aid (Pittman-Robertson) money, mig bird treaty act fines, small engine taxes from the Breaux Act, and for the last 5 years by a 1-time $100-million payment from the BP oil spill restoration funds.
