some of the older motors had the shift and throttle on the outside just like that. mostly omc's

I have an 1985 johnson 35hp tiller and it has the shift and throttle on the side it even has the threads on the outside to install the old cable and pulley steering.

^^^all of the old smaller johnson/evinrudes are done just like that, and thats the manufactorer's way its not rigged up just the only way to do it..not enough room to hook the cables under the hood of the smaller cowlings...

yamaha still does it. when they made the 25 2stroke if you bought it as a tiller and then wanted to convert it to controls they sold a kit that bolted on the outside. im sure they still sell the kit cause they just stop making those 2stroke 25's
