Yes, this might feel like a slap in the face, but it sounds to me like you need it. I'm sure you are a good parent, and doing it alone is never easy. But to blame the school district, etc. For confiscating the device when your daughter clearly disobeyed the rules makes you just plain wrong. Nobody's perfect and we learn as we go. Unfortunately you'll have to go to school and pick it up, perhaps even pay a fine. My school district charges $15 per offense and the parent has to pick it up. Yes, you are supposed to be upset. Yes, it's supposed to inconvenience you. But you're supposed to be upset with your daughter, not the school district. She is to blame and she inconvenienced you. This is a perfect opportunity to teach your daughter something that our society has forgotten; personal responsibility for your own actions.
