I read a story about a cop who shot a man who had a cuff on one arm and turned and tried to use the handcuff as a weapon. when sued by the assailants family the officer provided enough evidence that a handcuff could be a legitimate deadly weapon. I'd much rather shoot someone than have those cuts on me!
