Only thing that can comes to my mind would be range cubes or pellets. Possibly even Pogey mill. It is what everyone is using for shrimping right now. It attracts the shrimp. Never heard of it used under birds but I can see people trying it to try and keep the shrimp in one little area. Most shrimp under birds though are running for their lives, not sure it dropping pellets would make them hang around any longer. Worth a try though. Most shrimpers behind weirs all use some form of it. Definitely works on shrimp though. Can be picked up at any feed store.
