Seems like that would make since but not so much. Most of the early migrators (Greys teal pintail etc) fly to the coast. And the coastal has a lot of birds early in the season. Nothern zones want later dates because that's when their ducks start showing up after they get run outa Arkansas. That's only my theory so don't put too much stock into it.
