they should be able to use the childs social security number and birthday to get to it. It should be the same as how they print deer tags for children too

It's a pain in the #%% to get them to do it. They don't have a clue. Have been this route several times with a lifetime license. Finally said screw it.

You can also use his LDWF number that is attached to his hunters safety card.

Well, I looked at the regulation and it says that all licensed hunters need to have HIP. My son won't be licensed so I don't think he needs it. I went to new archery shop in Deridder and they tried to get a HIP certificate printed out for him but they were not able to do it. The regs should state that everyone, regardless of age, should have it, instead of all licensed hunters if that is indeed what the dept of wildlife wants. Anyway, he does not have his HIP and I am going to carry the regulation with me when we hunt.

Well, this is jacked up. I looked online at the dept of wildlife and it says the following: HIP CERTIFICATION All persons hunting migratory game birds (mourning doves, ducks, geese, woodcock, rails, snipe, coots or gallinules) in Louisiana must be HIP certified in addition to their appropriate licenses.
As I mentioned above in my earlier post, the pamphlet says that only "licensed" hunters need the HIP certificate. It appears they Department can't decide which it is. I will try to get the HIP certificate online today. |

The pamphlet is full of misprints and typos, you can't go by it at all. Last year it had the wrong date for the dove opener. Keep tryin, and good luck.

It's so they can keep track of the amount of birds killed. |

We include language about "all persons hunting migratory game birds" because dove, woodcock, rail, snipe, etc. hunters do not have to have a "Duck license" and often fail to get the HIP certification when buying their hunting license because the clerk is not cued to ask about it like they are with duck licenses. It wasn't intended to cause confusion about young hunters who do NOT have to have licenses, but there always seems to be some. It is also silly that license vendors have trouble providing a HIP certification to anyone who is in the LDWF system .... ie. has a license or Hunter's Safety card. But again, I hear of problems every year. Larry Reynolds LDWF Waterfowl Study Leader |
