Yep, what he said. This has been a practice used for decades on both 2 and 4 stroke motors. It cost the manufacturer about .25 to have a restrictor made, much cheaper than a different set of carbs or different reeds.
As for the timing, on the new 40/50 Tohatsu, the ecu will adjust enough for the additional air/fuel introduced when removing the restrictor. You do nothing but run it.
