I would think sinking just below surface would be best. While these lights are pretty bright, the surface of the water would reflect much of the light.

its common sense really the surface would spread the light the farthest since the bottom wouldn't reflect the light and it would block 50% of the light from going out.

even sitting vertical on the bottom the light cant spread out in a circular pattern because once again the bottom stops it.

it depends on the water depth but from just below the surface to the top 1/3 third of the water column would seam to be the best position
