Just a quick thought.
I think paying LE more and not allowing anyone under 30 to be a cop may help. Pay more because a person at 30 has more bills (as a general rule). At 30+ you have lived some and have also had a job hopefully. You know good people have bad days. By 30 you have already wanted to pull your boss' head off. Prolly more than once. You also know more about how to talk to people and help deescalate a situation. I know I made worse desicions in my 20s than I do in my 30s. They put out a 21 year from the academy and he has a badge and a gun. He doesn't even know what life is yet. He's just a kid that thinks he looks all pumped because of his bullet proof vest.
In my experience with LE the best ones have always been with the 30+ year old guys. They know lifes a beech and some days just arent good.

This would be ideal but the fact is that our tax dollars pay police salaries. In many small towns the cops barely make more than minimum wage. Low wages mean your talent pool will be pretty shallow.

I know there are some areas where the police are paid well, but I would bet the taxes are also higher there.

It would be interesting to see a study comparing police salary with police complaints.
