Maybe or maybe not. People do it now everyday.
Impairment of any kind behind any wheel or gun is bad idea.
Put a DUI checkpoint at any launch in the state on a sat afternoon in the summer.

Safe boating is challenging given winds, tides, thunderstorms, boating traffic, unexpected obstructions and lots of other potential hazards. I would not dream of boating with any kind of chemical impairment including booze, weed, prescription meds, and even many OTC antihistamines.

Saying X is worse than Y is just silly in this context. They both can get you and your passengers killed quickly on the water.

4)- Establish a quanatative limit for impaiment (like a BA % in alcohol)
this is the most important component to the legalization issue. Been saying this for years

And tolerance should be a factor for alcohol, shouldn't matter too much.
