Swing Bridge

Does anyone know if there is a rule on how long that they can keep a swing bridge closed to automobiles?
The swingbridge near Boone's Corner was closed for automobiles 20 minutes this morning. Ouch!

I've sat there for over an hour just depends on traffic on the ICW there is defiantly no rules. vehicles have alternate routes these guys pushing these barges have to wait hours and even days to get through the locks.

well, they must have a limit but it would be in days most likely and not in hours.

they aren't like trains that are regulated how long you can block passage because trains block all roads and there are other ways around even though they are a PITA at times
