If it had to be fresh and saltwater, I would probably go with a rattle trap as well. Saltwater only-pearl/chart sand eel.

Churn artificial bait

i think an opening night sand eel, because good for pretty much any color water except chocolate milk and I have caught bass on themk time and time again and trut n reds absolutely adore them.....

If it had to be one for both. I would prolly pick a jerk bait like a rogue or broken back of some sort.

Man that would be cool have a small tourney and you make a mix bag of your favorite baits say

1 Top water Bait
1 Suspended Bait
4 Different Soft Plastics

and throw them in random to each team fishing and you would be fishing with someone elses favorites or possibly get your bag back. That's all you can fish with no other tackle

we have one like that all the time..

Where they put together a plano tiny tackle box, with certain baits, and thats all you can fish with
