All forward motion from the motor/trolling motor has to be stopped before you can legally shoot. Boat does not have to be anchored, you can drift with the current or wind or paddle a boat and shoot. Just as long as you are not using an electric, gas, diesel, etc power source to propel the boat.

Bruh, I pulled up to da spot and 5000 boats followed me and pulled up. The buffleheads didn't have a place to land cuz all the potlickin pilgrims was following me And, I play on the interweb all day but I forgot to look at da weather channel and it started raining and I got cold. Ha...........NOPE.......Only ducks we saw were flying in MOCK 5....could of killed 9 limits of Loons
