To clarify again.... I misread Ray's post. Ray's post is correct.

His post contains "double negative" wording that I missread.

Both of our information says that a fire extinguisher is required on boats less than 26 feet if certain conditions exist.

Flares are required on any vessel outside of 3 nm from the nearest point of land this could be a bay or the gulf there a little more to it but that's the jist of it
