No, in flights. Boat 1 leaves first then Boat 2, Boat 3, etc. in order as they go through the inspection line.
Same set up as Bassmaster and the other pro series

i think at the captians meeting the friday eve. b4 every team is assigned a number that is your flight number

Correct. Its a random drawing. All teams will get their flight number during the meeting on the Friday night.

when is the meeting fri night and do both people need to be there at the meeting?

there is a team meeting the friday night before each stop (at check-in)
mandatory for the team captain but we ask the all anglers attend
