How many water heaters do you have in your house? What kind of shower fixture do you have in your shower? If you only have one tank, I'd look at the fixture........ I'm not a plumber by any means. Just trying to help you trouble shoot.

Are the hot and cold valves separate or one handle mixing valve that gets hotter the further you turn the valve , if it's a one handle mixing valve the problem is in the cartridge inside the valve. There should be valves that you can turn off with a screwdriver behind the valve cover plate and you can then take out the cartridge .. this can be done without affecting water in the rest of the house, make sure you have a water key for the street valve just in case. Take out cartridge and take to plumbing store to match up a replacement. While the cartridge is out you can crack open the valve on the hot side just to make sure hot water is getting there, plumbing store may have a complete rebuild kit for the mixing valve. gOOD LUCK

Even easier then, I assume water is coming out of hot side and it's cold, is this correct?

If water is coming out and it's cold you have another heater just for the shower.

Pretty strange, turn off water at water heater if water comes out of shower on hot side and nowhere else you have a second heater in attic, I know you said u only have one but it doesn't make sense if you have hot water at bathroom sink and not the shower.
