do you really mean re-painted or do you mean re-galvanized?
if its regular paint that needs redoing, then any shop that media and/or sand blasts stuff can clean and prime it for you, then you can do it yourself with a paint roller and quart can of oil based rustoleum paint rather then pay someone to spray it. if you need re-galvanizing, that's nasty stuff and not a do-it-yourself job so go to someone who builds trailers to redo it for you
