Default 06 40 merc trouble starting

As stated in title, I have trouble starting it sometimes. Saturday, I got to launch, while waiting for storm to pass I got everything ready, pumped the bulb and all. About 15 minutes later, backed it in and hit the key and wouldn't fire up. Gave it a little throttle and choke and it fired up and ran perfect. After about 3 stops and starts, it done it again. Over the past 4 or so trips I've had this problem. Changed plugs and fuel filter (which was horrble) after first time and seemed to do better but seems to be getting bad again. Any ideas? As a side note, I do not make a conscious effort as I should to run ethanol free. I use marine stabil in every tank.
