Default Transom saver question

Can the rubber stoppers be replaced? Mine are geting thin. I can see the screws.

Also looking for better straps than the ones I have that used to secure the back end of the boat to the trailer when transporting.

I have the stainless steel straps from cabelas, they seen to work fine. I dont think you can replace the rubber pads
