If you ground the device to an aluminum boat like in the picture, the electrolisis will eat the aluminum from your boat and the foot of the motor.

No person shall take or possess fish taken by means of spears, poisons, stupefying substances or devices, explosives, guns, tree-topping devices, electricity or any instrument or device capable of producing an electric current used in shocking said fish.

I can sell dope, as long as I don't get caught.
Nothing is illegal, unless you get caught.

It was a magneto that produced electricity. They used them in the old phones before rotary phones.
They still use them on some of the oilfield work boats.

definitely not legal, but people use a fish finder, a battery and jumper cables to shock fish, DWLF had a story a couple years ago about a guy who got arrested for it.

I bought one of those about a year ago!

For my pond, it's is overrun with catfish, couldn't get it to work, talked to the guy & he said it will not work in still water, has to be moving water. I would think water is water moving or not. I know it didn't work. I may put a boat with a small outboard tie the boat off & put it in gear to move the water, I'll let ya know if it works.

Must have not been doing it right, they really really work. Don't ask me how I know, Redneck folks been using that kind of "Tackle" for many moons. My grandfather used to be quite a fisherman but his "Tackle" of choice was dynamite.
