You gonna need a castnet for fresh bait. All bait stores are closed for the year.

There is a canal next to the ship yard. It's called contraband bayou. You should be able to get some bait in there.

Between the Port of LC and Olmsted Shipyard, there is city outlet that holds bait fish. It is from the sewer plant. Go East from the port and when you take a right to go towards I-210, you will see the city sewer and maint yard on the left.
