I posted this issue on another forum last week and just thought about giving everyone here a heads up.
While training on private property last week in south LC, the dog catcher neighbor informed me my dogs were causing a neighbors dog to bark. After I told him I would not relocate he pulls the old "I can cite you for animals at-large" gimmick. Well, I finished and went home but did a little research in the mean time. Per calcasieu parish law, hunting or stock dogs while training and under control of the owner are not to be considered at-large. Animal control did not know the law so make sure you do if they ever roll up on ya and pull the Barney Fife.

Catching marks, same dog always barks to bark but Tuesday DC got complaints but instead of getting the barker to shut up he tried to bully me.
I was outside the limits but the leash law is a parish ordinance covering city also.

I got popped for a $30 fine in 2000, training a dog in the city limits.
Neighbor called on me cause it wasn't on a leash.
Same neighbor called on 3 other people on our circle. Everyone hates
this old bastid.

I found it quite funny he did not want to enforce the noise ordinance but the leash law with obously trained dogs. Evidently, the DC's are not very familiar with there own laws but I have the ordinance saved on phone for next time because there will be a next time.

Here is the wording and link if anyone wants it.

Sec. 4-24. Animals at large defined.
An animal shall be deemed at large if on or off the premises of its owner and not under the direct control of the responsible owner. An owner may however, leash, tie, stake, adequately fence or house the animal in any humane manner so as to keep the animal confined to the owner's property where it can not leave at will, without the animal being defined as at-large. Permitting to run at-large outside of said adequate enclosure or allowing the dog to be unrestrained in an enclosed yard when gates are open shall be in violation of this section. Hunting and stock dogs while being worked by the responsible person shall not be fined as at-large.

I know the parish has an ordnance,but if the city has a different one it will over ride the parish, due to the fact that the parish ordnance is for non-incorporated area unless they accept the ordnance. Sulphur city has different ordnance than the parish on certain and that is where I learned about the ordnance.

IMO, reading the ordinance it seems to include the entire parish. Animal control is a calcasieu parish division governed by the police jury so I doubt any city ordinace would supersede it. The new ordinace was enacted to have uniformity parish wide. Damn!, is that even a
word?

Raymond, the city/municipality ordinance, if they have one, supercedes the Parish Ordinanace.

I think the City of LC is the same as the Parish, but I think the City of Sulphur is different.

Call the City Attorney's office and ask them

Jude, never train in sulphur anymore so they won't pop me. Does sulphur have their own dog catcher?? This is a big deal to me and made even bigger when those that are supposed to know the law dont. 8 years ago a friend of mine was arrested on a bogus animal cruelty charge in Alexandria. He was front page of the paper but back page when charges were eventually dropped.

Yes, Sulphur has thier own Animal Control Officer.

LOL

Speakig of, you can call Calcasieu Animal Control and they will tell you which cities they enforce in.

Dog catcher inquestion lives two streets over, I don't want to have any bidness wit any of them! He was nice but if he would have had something to charge me with he'd have done it. I also did not act an azz due in part to my maturity. Ha

As jchief was saying city does supercede parish law when the city govement has there own laws that goven what happens in the city limits. I do know that Westlake, Sulphur, and Iowa have there own animal control officers and I think LC too. Even if they don't and they have there own laws it will still be enforced by parish animal control. If you PM me I will give you a direct number to the supervisor of the parish animal control.
