Default federal waters line?

Are the barrier islands around Raccoon Point considered federal waters? I have been throwing back the reds we catch out there because I have heard both yes and no. What about the local rigs in the area...SS 26, 27, 28?

Coon point is not but all those rigs are outside the 3 mile line but not outside the 10 mile line.
